No — this is a jump starter. It starts a car with a flat battery but does not recharge it. To charge a battery, use a battery charger.
Is it safe to use?
Yes, if you follow the instructions: red clamp (+) on the positive terminal, black (−) on the negative, and never let the clamps touch. Do not start many times in a row — let it rest in between.
